What is C-MAP in Connecticut, and does my shoreline house qualify?

Short answer

C-MAP is a Connecticut program, administered by the FAIR Plan, for owner-occupied homes within 2,600 feet of salt water that were non-renewed or cancelled, are being purchased, or are already on the FAIR Plan. It issues a DP-2 dwelling-fire policy, often paired with an HO-4 policy, and must be requested through a producer.

Who is eligible

The FAIR Plan's eligibility sheet says all of these must be met before an application is submitted:

  • A one-to-four family owner-occupied home, or a one-family owner-occupied seasonal home with no rentals.
  • Within 2,600 feet of the Connecticut coast, which means salt-water ocean, sound, bay or inlet, measured from the median high-tide mark.
  • If the home is in a federal flood map A or V zone, evidence of flood insurance for the actual cash value of the building and contents.
  • A central heating system, and circuit-breaker electrical service of at least 100 amps (single-family) or 200 amps (multi-family).
  • One of three situations: the home was non-renewed, cancelled or conditionally renewed for a reason other than non-payment (with a copy of the notice), it is a new purchase or about to be acquired, or it is already insured with the FAIR Plan.

The applicant on the policy cannot be an LLC, corporation or company. Because rentals are excluded, a short-term-rental cottage does not fit this program.

What C-MAP actually issues

C-MAP does not issue a standard homeowners policy. It uses one of two structures:

  1. A voluntary-market HO-4 coastal "wrap-around" policy together with a DP-2 coastal dwelling-fire "wrap-around" policy from the FAIR Plan. Both must be in force at all times.
  2. If no C-MAP HO-4 wrap-around is available, a DP-2 "stand-alone" policy from the FAIR Plan.

A DP-2 is a dwelling-fire form, so compare what it covers with a homeowners policy before you accept it.

How to apply

You cannot apply directly. The FAIR Plan states that applicants must go to a producer or agent for all insurance transactions, and the application requires the producer of record's signature. The application warns that it is not a binder, and the Administrator reviews it for eligibility before quoting or declining.

What to do next

  1. Confirm your home is within 2,600 feet of salt water and is owner-occupied.
  2. Gather the non-renewal notice, the purchase contract, or your FAIR Plan policy number.
  3. If you are in an A or V flood zone, put flood coverage in place first.
  4. Ask a licensed producer to compare admitted, surplus lines and C-MAP options.

Frequently Asked Questions

Is C-MAP the same as the FAIR Plan?

No. C-MAP is a coastal program administered by the FAIR Plan with its own eligibility rules, created by the insurers that write homeowners insurance in Connecticut with the Insurance Department's authorization.

Can I apply for C-MAP myself?

No. Applicants must go through a producer or agent.

Can a rental or short-term-rental home qualify?

No. The home must be owner-occupied, and a seasonal home must have no rentals.
